The AERES Board

Made up of 25 French and foreign members, the Board ensures that the Agency’s evaluation procedures are consistent and the diversity of the statuses and missions of the institutions and programmes evaluated is taken on board. It guarantees the quality of the AERES’ evaluations.

The AERES President

Didier Houssin

The President, Didier Houssin, appointed by decree from among the Board members, heads up the Agency:

  • He sees to the impartiality, reliability and transparency of evaluations
  • He signs judgements, evaluation and summary reports which are co-signed for each department by the relevant head
  • He has authority over the Agency’s staff
  • He appoints the secretary general who is in charge of the Agency’s administrative organisation and running
  • He is the authorising officer for revenues and expenditures

The President may decide to appoint revenue and expenditure administrators within the Agency, under the conditions set by French Decree no. 92-681 of 20 July 1992 on the revenue administrators and imprest administrators of public organisations.

Without prejudicing the inspections conducted by the French Court of Auditors, under the conditions provided for by the French Code of Financial Jurisdictions, the Agency is not subject to financial supervision pursuant to the aforementioned decree of 27 January 2005.

The President may delegate his signature to the Secretary-General or department heads for activities falling within their remit, as well as to employees placed under his authority for all activities concerning the running of the Agency and the exercise of their missions.

Should the President be unable to attend for any reason, or his position become vacant, the Board is chaired by its eldest member and the Secretary-General stands in for the President’s other duties.

The Agency President draws up a list of French or foreign experts, from which the expert committee members are chosen.

The AERES Board

The Board is made up of 25 French, European or international members who are appointed by decree. It defines the measures that will guarantee the quality, transparency and publicity of evaluation procedures.

Its role is to:

  • ensure that the evaluation procedures implemented in the Agency’s departments are consistent; in this regard, it specifies the framework, objectives, criteria and arrangements for carrying out the procedure for each department
  • ensure that the criteria and procedures implemented by the Agency take account of the diverse types and missions of the institutions and programmes evaluated as well as the diversity of disciplinary fields
  • set the conditions under which the evaluations are conducted at the request of the competent ministers of higher education and research.

It includes:

  • nine qualified members, at least a third of whom work in private research
  • seven members who are researchers, engineers or professors, put forward by the directors or presidents of public higher education and research institutions and research organisations
  • seven members who are researchers, engineers or professors, put forward by staff evaluation bodies that are competent in higher education and research
  • two parliamentary members of the Parliamentary Office for the Evaluation of Scientific and Technological Choices (OPECST).

The Board members may not direct a higher education institution or research organisation, chair the National Committee of Scientific Research (CoNRS) or any other evaluation body, or be a member of the French Universities Board (CNU), French National Higher Education and Research Council (CNESER) or French High Council of Research and Technology (CSRT) at the same time.
